Sberbank has drafted a development strategy for the United Microelectronics Corporation (UMC), requiring 1.101 ₽ trillion in funding through 2036. The document was submitted to the government for approval in September 2026. The plan allocates 1.031 ₽ trillion for production, 50 ₽ billion for design, and 20 ₽ billion for a technology fund.
Funding will come from state sources and Sberbank. In 2026, the budget is set at 142 ₽ billion, with 10 ₽ billion from the bank. Investments are projected at 170 ₽ billion in 2027, including 41 ₽ billion from Sberbank, followed by 161 ₽ billion in 2028, 196 ₽ billion in 2029, and 101 ₽ billion in 2030. An additional 262 ₽ billion is planned for 2032–2036.
The strategy aims to establish UMC as a major integrated electronics manufacturer. The company plans to target a 65% share of the domestic power electronics market via the 'Kubik' project, 80% in specialized products, and 15% in components for transport and infrastructure. UMC also targets an annual output of 8 million electronic modules.
UMC will consolidate existing assets and build new facilities, with LLC Integral Circuits serving as the management company. The integration process already includes the Micron and NM-Tech enterprises. State funding for the initiative is expected to be supported by a new technology levy on electronics, as previously noted by First Deputy Prime Minister Denis Manturov.
