The Russian government is drafting a new strategy for the microelectronics industry to replace the 2020 version. Experts argue the current document fails to reflect market realities, as imports continue to dominate the sector.

The Ministry of Industry and Trade is working with manufacturers and developers on the new policy. Proposed measures include mandatory usage of domestic components, quotas for government procurement, and stricter requirements for critical information infrastructure.

To stimulate demand, officials are discussing off-take contracts for pre-production items, tax deductions, and preferential leasing. The focus is shifting from research and development to actual manufacturing and sales.

According to the Association of Developers and Manufacturers of Electronics, the Russian electronic components market fell by 25% in 2025 to 288 ₽ billion, with domestic products accounting for only 26% of the total.

The Ministry of Industry and Trade estimated the total radio electronics market at 3 ₽–4 trillion in 2025, with government orders making up at least a quarter. Officials report that the share of domestic manufacturers in this segment reached 62% in 2025.
