Russia aims to achieve technological sovereignty in the production of microelectronics for military purposes by 2036. Deputy Minister of Industry Vasily Shpak announced at the Microelectronics 2026 forum that the country plans to establish a full domestic cycle for designing and manufacturing specialized components.
The strategy focuses on domestic production of industrial electronics, including microcontrollers, power components, and microwave devices. The plan also covers optoelectronics, such as photodetector arrays and laser components. These will be produced using domestic equipment and materials.
For central and graphics processors, as well as memory modules, Russia plans to shift from import dependence to product sovereignty by 2036. This involves domestic design and packaging, while crystal manufacturing will continue to be outsourced to foreign factories.
Regarding consumer electronics, the government does not plan to establish domestic crystal production. The strategy for this segment is limited to design and packaging within Russia, with manufacturing remaining abroad. Shpak noted that investments will focus on narrow, specialized segments.
