The Russian Ministry of Industry and Trade plans to launch the 'SAPR Tsifra-R' R&D project by the end of 2026. This initiative focuses on developing computer-aided design software for the 28 nm manufacturing process, which is essential for high-performance microprocessors and system-on-chip production.

The project represents the second stage of 28 nm development, following the completion of a basic design route. A subsequent phase, 'Program PTM-Pro,' is scheduled for 2029 to create a domestic system for process technology modeling, enabling the simulation of physical and chemical structures at the material level.

Total expenditure for domestic CAD development is estimated at 54.6 ₽ billion through 2030. The government aims to establish approximately 100 CAD platforms and sell 2,600 software units by that year to replace foreign tools from Synopsys and Cadence, which ceased support in 2022.

The 28 nm initiative supports the 'FAB-300' plant construction by NM-Tech. Additionally, the newly formed United Microelectronics Company (OMK), consolidating assets like NM-Tech, Element, and Angstrem, plans to invest 1 ₽ trillion by 2030 to establish domestic production for 28 nm chips and smaller.
