The Russian Ministry of Industry and Trade has officially approved a new technology levy on electronic devices, set to take effect on December 1, 2026. The regulation applies to both domestic manufacturers and importers of electronics, covering finished devices, individual components, and electronic modules.
The base rates for the levy are set at 373 ₽ per smartphone and 746 ₽ per laptop. For products integrated into the national labeling system, the fee is reduced by 33%. The final payment amount will be calculated using the base rate multiplied by a specific coefficient tied to the brand and model of the device.
The government projects that the initiative will generate 136 ₽ billion in revenue over the next six years. These funds are earmarked for the development of the national electronics and radio-electronics industry. Experts note that the additional costs may lead to higher retail prices, particularly for budget-friendly electronics.
