China has unveiled its 15th five-year development plan for the new energy vehicle sector. The official strategy sets a target for plugin passenger vehicles to reach a 70% market share by 2030. For the commercial vehicle segment, the government aims for a 40% penetration rate.
The new targets follow a significant market performance in August 2026, when plugin vehicles accounted for 60.6% of total sales. The plan emphasizes the growth of autonomous driving technologies alongside the broader adoption of electric vehicles.
The document outlines measures to increase industry efficiency, including stricter monitoring of production capacity and battery manufacturing. Authorities intend to facilitate mergers and corporate restructuring to phase out outdated facilities and improve overall utilization rates.
Regulatory oversight will be strengthened to address antitrust issues and unfair competition. The plan prohibits unauthorized local subsidies, tax breaks, and preferential land policies used to attract investment, aiming to foster a unified national market.
