Representative Yassamin Ansari has proposed a three-part agenda for the Democratic Party regarding artificial intelligence. Her plan includes an immediate pause on the development of advanced AI systems, the creation of a federal regulatory framework, and a permanent ban on artificial superintelligence.
The proposal aligns with the Ban Artificial Superintelligence Act of 2026, introduced in late September 2026 by Senator Bernie Sanders and Representative Greg Casar. The bill suggests a temporary halt on advanced AI training until a new cabinet-level Department of Artificial Intelligence establishes safety regulations.
Ansari intends to make these measures a priority for the new Congress beginning in January 2027. She has publicly advocated for these positions since September 2026, citing concerns over AI agents infiltrating bank accounts and comparing the industry to high-risk sectors like aviation and pharmaceuticals.
As of October 2026, the proposed legislation remains in committee for further analysis. The bill defines superintelligence as systems that exceed human cognitive performance, though critics note that defining and enforcing such criteria, alongside establishing a new federal department, presents significant challenges.
