The UK government confirmed that specific provisions of the EU AI Act will apply to Northern Ireland under the Windsor Framework. This decision, announced on November 4, 2026, focuses exclusively on physical goods containing embedded artificial intelligence systems, such as smart devices or toys.

Standalone software, mobile applications, and digital tools remain outside the scope of these regulations. The responsibility for compliance lies with supply-chain participants, including manufacturers, importers, and distributors of the affected physical products.

The implementation follows a phased approach. Certain prohibited practices related to embedded AI systems will take effect on November 10, 2026, with further obligations scheduled to roll out through 2028. The government stated that this change will not create new regulatory barriers between Great Britain and Northern Ireland.

The agreement follows discussions in the UK-EU Withdrawal Agreement Joint Committee, which concluded in May 2026. While the EU AI Act was originally passed in 2024, the European Commission proposed integrating its product-related elements into the Northern Ireland arrangements in 2025.
