The Shanghai Municipal Commission of Economy and Informatization, alongside five other departments, has released the Satellite Internet Industry Innovation and Development Action Plan for 2027–2030. The document outlines a strategic roadmap for advancing satellite network architecture and integration technologies.
Key technical objectives include achieving inter-satellite rerouting latency of less than 5ms with a handover success rate exceeding 99.9%. The plan also targets on-orbit AI computing capabilities, aiming for a maximum single-satellite performance exceeding 30POPS to support space-based information inference.
The initiative focuses on developing ground systems for large-scale low-orbit constellations and multi-mode consumer terminals. Authorities aim to build a digital operation and control system capable of managing at least 3,000 satellites, facilitating efficient connectivity and integration between ground networks and space assets.
