Russian government agencies at federal, regional, and municipal levels will gain access to turnkey AI solutions via the GosTech platform. Prime Minister Mikhail Mishustin announced this initiative at the Digital Solutions forum in Moscow on October 6, 2026. The move aims to streamline AI adoption in public administration.
The government plans to establish specific requirements for critical infrastructure, mandating the use of sovereign or national foundational models. A transition period will be provided for enterprises to implement these technologies. Authorities and businesses are also tasked with defining the responsibilities and boundaries for AI agents.
Expanding AI capabilities requires robust infrastructure, specifically data centers. Currently, 42 data centers are under construction with investments exceeding 280 ₽ billion. The government is developing a general layout scheme for these facilities, with cloud service revenue for providers already accounting for 80-90% of their total income.
In January 2026, the government and Rosatom were tasked with creating a development plan for data center infrastructure through 2036. This strategy aims to ensure sufficient capacity for AI technology growth. The state continues to support domestic developers through measures established in the national AI law.
