The Bank of Russia has announced a ban on peer-to-peer cryptocurrency trading, effective July 1, 2027. Under the updated regulations, individuals will no longer be permitted to exchange digital assets directly with one another without a licensed intermediary.
The legal framework is established by Federal Law No. 282-FZ, which took effect on September 1. Starting in July 2027, residents must conduct all cryptocurrency transactions exclusively through brokers or exchange organizations officially registered with the central bank.
New restrictions also prohibit individuals from transferring digital assets to non-custodial wallets. Furthermore, crypto lending is now restricted to licensed entities, including brokers, trustees, and clearing houses, excluding ordinary users from such activities.
Non-qualified investors are limited to purchasing up to 300 000 ₽ of cryptocurrency annually, restricted to Bitcoin, Ethereum, and USDT. These investors must also pass a mandatory test to participate in the market.
Major financial institutions, including Sberbank, VTB, and T-Invest Lab, have joined the central bank’s registry of crypto exchange organizations. Sberbank intends to introduce its initial cryptocurrency products on December 1.
