According to the MNTTs MIET report presented at the Microelectronics 2026 forum, 84% of specialized materials for the Russian radio-electronic industry are produced domestically. However, 90% of these products rely on imported raw materials, leading experts to classify them as only conditionally domestic.

The study analyzed 5,112 items. Materials for passive electronics show the highest localization at 86%, while microelectronics and power electronics components reach 74%. Structural materials are 95% localized, whereas technological materials lag at 55%.

The industry faces a significant funding gap for the 2026–2028 period. While the R&D requirement is 123.9 ₽ billion, only 90.8 ₽ billion has been allocated, resulting in a deficit of 33.1 ₽ billion. This shortfall has already led to the cancellation of several tenders, including a project worth 1.6 ₽ billion for lithography optics.

The government aims to replace 70% of equipment and materials by 2030 with a total budget of over 240 ₽ billion. Experts attribute the current dependence on foreign raw materials to the loss of chemical production chains and research infrastructure following the collapse of the USSR.
