The Russian Ministry of Finance has proposed new fiscal measures for cross-border e-commerce as part of its budget initiatives for 2027 and the 2028–2029 period. The draft law, submitted to the government on September 24, aims to equalize market conditions and increase transparency within the domestic economy.
The proposal introduces a 22% VAT on goods purchased by Russian citizens from foreign online retailers. Responsibility for tax collection would fall on the electronic trading platforms themselves. For a product priced at 10 000 ₽, this tax alone would add 2 200 ₽ to the final cost.
In addition to the VAT, the Ministry suggests a new customs duty of 100 ₽ for parcels valued up to €200. Consequently, a purchase of 10 000 ₽ could incur total additional charges of 2 300 ₽. The final calculation mechanism remains subject to the approved legislative version.
