The Ministry of Digital Development of Russia is preparing a reform of the telecommunications sector. Deputy Minister Dmitry Ugnivenko announced the initiative at the Digital Solutions 2026 forum on October 8. The agency plans to submit the corresponding bill to the State Duma by the end of 2026.

The proposed legislation aims to mandate a minimum internet speed of 1 Gbit/s for every household in apartment buildings. Operators would have a 10-year period to implement these technical requirements across their networks.

The reform also introduces stricter regulatory oversight for telecom providers. The ministry is considering a mechanism to revoke operating licenses through an extrajudicial process for companies that repeatedly violate communications laws.

Furthermore, the bill may impose a 10-year ban on obtaining new licenses for providers found in repeated violation of the regulations. The final parameters and enforcement mechanisms are currently under development and will be refined during the legislative process.
