The Russian Ministry of Finance has submitted a draft federal budget for 2027 to the government, proposing new tax measures for cross-border e-commerce. The plan includes a 22% VAT on foreign goods purchased online, which will be collected by electronic trading platforms.
Additionally, the ministry proposes a customs duty of 100 ₽ per parcel for personal goods valued under €200 imported from abroad. These initiatives are intended to unify tax regulations and create a competitive environment for market participants.
The draft budget also suggests including passive income, such as dividends, interest on deposits, and proceeds from securities, in the personal income tax base. These measures aim to align taxation levels with the progressive 13-22% scale.
The government is reviewing the 2027 budget and the planning period for 2028-2029. The document outlines significant funding for national projects, including 135.7 ₽ billion for the 'Machine Tools' project and 103.3 ₽ billion for 'Unmanned Aircraft Systems' over three years.
