The Russian Ministry of Industry and Trade has finalized the technological fee rates for smartphones, mobile phones, and laptops. Starting December 1, manufacturers and importers must pay this non-tax levy for both domestic and foreign-made devices to support the national electronics industry.

The fee structure depends on whether the device is registered in the state labeling system. For registered devices, the base rate is 250 ₽ for smartphones and 500 ₽ for laptops. If data on the brand and model is missing, the fee rises to 496 ₽ and 992 ₽ respectively.

Other devices are subject to lower rates. Basic mobile phones are charged 50 ₽, while corded phones with wireless handsets cost 100 ₽. Without registration, these amounts increase to 100 ₽ and 198 ₽. The maximum fee per unit is capped at 5,000 ₽.

The calculation uses a coefficient based on registration status, along with 2025 customs values and the Bank of Russia's inflation targets. The ministry estimates that the industry will pay a total of 136 ₽ billion over six years, averaging 22.7 ₽ billion annually.
