The Russian government has proposed amendments to regulation No. 1937, which sets requirements for trusted software. The initiative aims to ease compatibility standards for domestic software developers by allowing certain categories of products to support only one operating system instead of two.

Specifically, the requirement for dual-OS compatibility will be waived for cloud services and data protection tools. Cloud solutions operate via browsers, making OS-level cross-platform support redundant, while security tools require extensive certification processes through the FSTEC and FSB that are costly to duplicate for multiple systems.

For other software categories, the deadline for mandatory support of at least two Russian operating systems has been extended by one year. Office software must comply by September 1, 2027, while virtualization and maintenance tools have until January 1, 2028. Security software and industrial applications have deadlines of June 1, 2028, and January 1, 2029, respectively.

Industry experts note that maintaining compatibility with multiple operating systems increases development and testing workloads. While some companies have already adopted cross-platform standards, others argue that the extension provides necessary time to focus on product functionality and quality amid budget constraints.
