Starting December 1, 2026, Russia will introduce a new technology levy on specific electronics. The Ministry of Industry and Trade published a draft order detailing the product list, payment rates, and calculation methodology. The initiative aims to provide additional state support for domestic radio-electronic manufacturers.

The levy amount depends on whether the device's trademark and model are registered in the state mandatory labeling system. If the information is present, a base rate applies. If the data is missing, the payment increases by approximately twofold.

For smartphones, the fee is set at 250 ₽, rising to 496 ₽ without registration. For PCs weighing up to 10 kg, the rates are 500 ₽ and 992 ₽. Other categories include wired phones with wireless handsets at 100 ₽ or 198 ₽, and cellular devices at 50 ₽ or 100 ₽.

The Ministry of Industry and Trade noted that the tiered rate structure is intended to mitigate inflationary risks and reduce the impact on sensitive consumer electronics segments. The implementation date was postponed from the initial September 1, 2026, deadline following consultations with industry stakeholders.
