The Russian Ministry of Industry and Trade plans to initiate the 'SAPR Tsifra-R' project by the end of 2026. This initiative focuses on developing domestic software for designing 28nm microchips, serving as the second stage of a broader national design route development program.

A subsequent project, 'Program PTM-Pro', is scheduled for 2029. It aims to create a device-technological modeling system for calculating physical and chemical processes in semiconductor manufacturing, such as ion implantation and silicon oxidation.

The development of local software is essential for Russia's goal to master 28nm chip production, as current domestic output is limited to 90nm. The 'FAB-300' factory project in Zelenograd is currently working to implement these advanced manufacturing technologies.

The demand for domestic CAD tools surged after 2022, when major international providers like Synopsys and Cadence ceased support for Russian clients. These tools are critical for various stages of modern microchip design and development.

The Ministry of Industry and Trade intends to invest 54.6 ₽ billion in R&D for domestic CAD systems through 2030. The program aims to deliver approximately 100 CAD platforms and 2,600 software units, including specialized tools for microwave and analog design.
