The Russian Ministry of Industry and Trade has proposed a new bill to impose administrative penalties on contractors and suppliers involved in the production of electronic components. The regulation targets those who fail to meet delivery deadlines for projects funded by state subsidies.

Under the proposed amendments to the Code of Administrative Offenses, penalties for legal entities will range from 2% to 12% of the total subsidy amount received by the primary project holder. For individuals, fines are set between 20,000 ₽ and 50,000 ₽.

Industry experts warn that the policy could lead to significant contract price increases as suppliers add risk premiums. Small specialized companies may face bankruptcy or choose to exit the market entirely due to the potential for fines that could exceed the value of their specific contracts.

The bill aims to address the issue of supply chain delays in state defense orders, where primary subsidy recipients are currently held solely responsible for failures caused by third-party vendors. The new rules intend to extend financial accountability throughout the supply chain.
