The Russian government regulates industrial production localization through Decree No. 719, issued on July 17, 2015. This policy aims to stimulate domestic manufacturing, becoming particularly significant following the introduction of international sanctions.
Recent updates, specifically Decree No. 317 dated March 16, 2024, introduced new requirements for the automotive and radio-electronics sectors. Manufacturers must now adhere to a point-based system to qualify for inclusion in the Chamber of Commerce and Industry registry.
For electronic units, the threshold is set at 205 points for the 2026–2027 period, increasing to 245 points starting in 2028. Companies can secure an initial 140 points by proving they are tax residents of Russia and hold full rights to design documentation and software.
