MTS has received temporary authorization from the Ministry of Digital Development to deploy 5G networks in the 4.9 GHz frequency band. This permit allows the operator to establish pilot zones without charging subscription fees to users. The current authorization is valid until August 1, 2027.
The company is currently the only operator among the major four in Russia to announce a 5G launch on this specific frequency. However, market sources indicate that the pilot zones utilize foreign-made telecommunications equipment, despite government requirements mandating the use of domestic hardware for new frequency bands.
Due to the use of non-domestic equipment, the current deployment is classified as a testing phase rather than a full-scale commercial network rollout. The operator is restricted from providing commercial services to subscribers within the 4.9 GHz range under the current regulatory framework.
Industry-wide, major telecommunications companies are projected to invest heavily in network development. Total expenditures are expected to reach 460 ₽ billion in 2026, with costs rising to nearly 580 ₽ billion in 2027.
