The Russian messenger Max is set to integrate with the State Information System for Monitoring Mobile Operators (GIS KSIM) by March 1, 2027. This initiative, currently in the draft stage as of November 2026, aims to enhance security by verifying the status of SIM cards linked to user accounts in real time.
The integration will allow the messenger to automatically detect inactive or terminated phone numbers. By identifying discrepancies between account activity and SIM status, the system intends to reduce fraud risks and prevent the misuse of abandoned or unauthorized numbers.
Max will be permitted to send up to 1,500 free queries per minute to the state system. Data transmission within GIS KSIM will be conducted with user consent, and the Ministry of Digital Development has confirmed that the information will be protected.
In October 2026, the Ministry of Digital Development announced plans to block all SIM cards associated with a user if their Max account is suspended for fraudulent activity. The ministry is also considering a cooling-off period during which such individuals would be prohibited from purchasing new SIM cards.
