Rostelecom and TransTeleCom are proposing a new service model to regional internet providers ahead of upcoming industry reforms. Under this scheme, federal operators would take control of subscriber bases and infrastructure, while regional companies would receive 30–40% of the generated revenue.

Rostelecom claims that regional providers could save 15 ₽ million annually on surveillance systems (SORM), 16 ₽ million on payroll, and at least 1 ₽ million on universal service fund contributions. TransTeleCom is exploring an FVNO model where partners would not require their own licenses.

The push for this model follows anticipated legislative changes, including new minimum network speed requirements and potential extrajudicial license revocation for repeat violations. A bill regarding these reforms is expected to reach the State Duma by the end of the year.

Industry representatives have expressed skepticism regarding these terms. Dmitry Galushko of the Association of Small Regional Operators suggests that local firms would effectively be reduced to installation crews. Yaroslav Dubovikov of the Association of Communications Companies argues the deal is unfavorable compared to previous acquisition models.
