The European Court of Auditors released a report on September 9, 2026, stating that the REPowerEU plan is failing to meet its energy transition targets. Out of €300 billion allocated for the initiative, member states had committed only €54.3 billion as of April 2026.
The plan aimed to add 103 GW of renewable energy capacity by 2026, but the expected result is only 20 GW. Auditors, led by Mihails Kozlovs, noted that the reduction in Russian energy imports was primarily driven by mild weather, high prices, and sanctions rather than the plan's infrastructure projects.
EU gas storage is currently at 67% capacity, compared to 80% at the same time last year. A total ban on Russian LNG imports is scheduled to take effect on January 1, 2027, while the development of replacement infrastructure remains slow due to bureaucratic delays and permitting issues.
