Digital Logistics, the developer of versta.io and mestoX.ru, reported a tenfold increase in electronic transport document issuance in September 2026. The company noted a 24% rise in new platform registrations during the same month as businesses began complying with mandatory electronic document requirements.

The transition revealed significant operational hurdles, including difficulties with 24/7 document signing. Warehouse staff often lack the necessary digital signatures, machine-readable powers of attorney, and stable internet access, leading to delays in loading and unloading operations outside of standard business hours.

Experts highlight that 80% of large enterprises have already adopted electronic document workflows. However, small businesses are still adapting, with only 25% of those who connected to the electronic transport consignment note system actively using it. Some firms are opting for service contracts to bypass current requirements.

The company warns of tax risks, as the Federal Tax Service may deny VAT deductions if documents are improperly filed. While the Ministry of Transport has eased road inspection rules until March 2027, companies face increasing pressure from large contractors to fully transition to digital documentation.
