Vice Premier He Lifeng has called for increased financial support to accelerate the development of artificial intelligence and computing infrastructure in China. During an inspection tour in Shanxi Province on November 1–2, 2026, he emphasized the necessity of integrating computing power networks with energy supply systems.

The initiative focuses on coordinating the growth of computing capacity with electricity production, specifically targeting sectors like coal and renewables. This strategy is part of China's 15th Five-Year Plan, which prioritizes domestic technological self-reliance and industrial upgrading to ensure high-quality economic growth.

As of June 30, 2026, China’s intelligent computing capacity reached 2,185 EFLOPS. Official projections indicate that this capacity is expected to grow to approximately 9,800 EFLOPS by 2030, representing a more than fourfold increase over the next four years.

He Lifeng, who has served as Vice Premier since March 2023, oversees national economic planning. His recent directives follow the Fifth Plenary Session of the 20th Central Committee, signaling a shift toward prioritizing infrastructure financing for AI integration across various industries.
