Telefónica Tech UK&I has partnered with the AI startup Cosine to develop Lumen Sovereign, a frontier AI model designed for the United Kingdom. The project is part of the British government’s £500 million Sovereign AI program, which provides 500 000 GPU hours for training the system.
The model is being developed by a team of approximately 30 employees at Cosine. Training for the system will take place on the Isambard-AI supercomputer located in Bristol to ensure data sovereignty. The project is expected to be fully deployed by the end of 2026.
Lumen Sovereign is intended for use in highly regulated sectors, including defense, finance, and healthcare. The system is designed to function as an air-gapped solution, operating in isolation from external networks to maintain security and compliance with UK standards.
The development coalition includes major organizations such as BT, HSBC, and Deloitte, which were publicly announced during London Tech Week in June 2026. These partners are involved to ensure the model meets specific enterprise requirements, such as KYC/AML investigations and cybersecurity testing.
Telefónica Tech is responsible for managing governance, security practices, and enterprise compliance. Private previews of the model for interested organizations began as of October 2026, focusing on addressing concerns regarding vendor lock-in and local data residency.
