Small businesses have become the primary drivers of demand for secure cloud infrastructure in Russia, according to Reg.oblako. Currently, 86% of users of the provider's 152-FZ compliant cloud are small companies. The number of new connections grew by 80% over the last three months compared to the first quarter of 2026, with the total user base exceeding 5,500 companies.
Data security is increasingly viewed as a risk management strategy rather than a formal compliance requirement. Companies outside the IT sector now account for 78% of the provider's secure cloud clients. This includes wholesale trade at 10%, healthcare at 6%, and financial, retail, and scientific sectors at 5% each. Industrial, construction, and logistics firms also utilize these services.
A hybrid approach is becoming standard, with 27% of clients combining secure and public cloud segments based on data sensitivity. This allows businesses to avoid the high capital expenditures associated with building their own protected infrastructure. The Reg.oblako secure cloud is certified at the UZ-1 level under FSTEC Order No. 21 and holds FSB licenses for cryptographic operations.
The shift follows the introduction of new personal data processing requirements in Russia on May 30, 2025. By utilizing certified cloud infrastructure, companies can meet regulatory standards without the need for internal equipment or specialized staff. Users also leverage additional services such as managed databases, snapshots, and automated backup systems.
