The Supreme Court of the Russian Federation has approved a concept for integrating artificial intelligence into judicial proceedings. The initiative aims to have over 95% of judges utilizing AI services in their daily work by 2030. The system is designed to automate document processing, case classification, and meeting support, including real-time speech recognition and transcription.
The roadmap includes the creation of a Judicial Competence Center by the third quarter of 2026, followed by pilot programs in early 2027. By the second quarter of 2027, all courts are expected to have access to these tools. The project targets a 20–30% reduction in processing time for standard cases, with AI generating 30–50% of draft judicial documents.
To mitigate risks such as AI hallucinations and data leaks, the system will operate within a closed, secure perimeter using domestic software. The concept mandates RAG architecture for source verification and prohibits the profiling of individual judges. Participants in legal proceedings will be required to declare any use of AI, and all AI-generated outputs remain subject to judicial review.
