From January to September 2026, the number of controller procurement procedures by state-owned entities and government agencies in Russia increased by 21.6% year-on-year, reaching 5,200 total procedures. Despite the rise in volume, the total monetary value of these contracts saw only a slight increase, growing from 10.7 ₽ billion to 10.9 ₽ billion.
Data from Kontur.Zakupki indicates that procurement under the 44-FZ law rose by 15.3% to over 1,500 procedures, while 223-FZ procurement grew by 56% to slightly more than 1,500. The average maximum contract price dropped significantly, falling by 13.4% for 44-FZ and by 34% for 223-FZ, which experts attribute to budget constraints and the splitting of larger lots.
The small-scale procurement segment remained stable, with the number of transactions increasing by 8.8% to 2,130 and the total value rising by 4.4% to 382.7 ₽ million. Market demand is currently driven by the need for import substitution and legislative requirements for localizing electronic components, particularly in the energy, oil and gas, and transport sectors.
Industry experts note that the controller market is highly diverse, ranging from simple building management systems to complex industrial process controllers. While state entities are increasingly seeking domestic alternatives, they often prefer purchasing ready-made solutions where controllers are integrated into final equipment rather than sourcing them as standalone components.
