Starting July 1, 2027, Russia will prohibit direct peer-to-peer (P2P) cryptocurrency transactions between individuals. According to the Central Bank of Russia, such operations will be excluded from the list of permitted activities under Federal Law No. 282-FZ.
Legal cryptocurrency trading will be restricted to licensed intermediaries, including brokers and authorized crypto-exchanges. Banks are required to block transfers if they suspect an individual is conducting illegal crypto-exchange activities.
Users will be prohibited from transferring cryptocurrency from their accounts to personal non-custodial cold wallets. While holding assets in cold wallets remains legal, withdrawing funds from a Russian digital depository to such wallets is restricted.
Transfers to foreign organizations are permitted, provided the user completes mandatory risk testing. However, transferring cryptocurrency directly to another individual's address managed by a digital depository is strictly forbidden.
Non-qualified investors are limited to purchasing liquid assets with a cap of 300,000 ₽ per year per intermediary. Crypto-exchanges must hold at least 15 ₽ million in capital and be registered with the Central Bank of Russia to operate after July 1, 2027.
