Russian authorities are tightening oversight of electronics manufacturers to prevent the substitution of domestic components with cheaper foreign alternatives. First Deputy Prime Minister Denis Manturov announced these measures at the Microelectronics 2026 forum, noting that some companies alter product specifications after receiving official Russian-made status.

To address this, the Ministry of Industry and Trade and Rosstandart have initiated on-site inspections of manufacturing facilities. The government plans to support a proposal that would exclude repeat offenders from the registry of Russian industrial products for several years.

The new control measures also apply to public and corporate procurement under laws 44-FZ and 223-FZ. Buyers are now required to verify that equipment meets localization standards, potentially involving experts from the Ministry of Industry and Trade or the Russian Union of Industrialists and Entrepreneurs.

The state is also expanding its point-based localization assessment system. Currently used for telecommunications equipment, this system will extend to integrated circuits starting in January 2027. Under this model, an item's localization score depends on the number of domestic production operations and components used.
