The Central Bank of Russia plans to establish a fully operational legal framework for the cryptocurrency market by the end of 2026. First Deputy Chairman Vladimir Chistyukhin stated that the timeline depends on the Ministry of Justice registering the required regulations.
This initiative follows the enactment of Federal Law No. 282-FZ on September 1, 2026. The legislation introduces a licensing regime for exchanges, brokers, and depositories under the supervision of the Central Bank. Market participants are required to obtain these licenses by July 1, 2027.
The regulatory model restricts non-qualified investors to an annual purchase limit of 300 000 ₽ per intermediary. While the law permits holding and trading digital assets, as well as using them for cross-border settlements, it maintains the prohibition on using cryptocurrency for domestic payments.
On September 21, 2026, the Central Bank proposed limiting banks' aggregate crypto-related risk exposure to 1% of their own funds. Mandatory reporting for these financial risks is scheduled to commence in January 2027, aligning local standards with international recommendations from the Basel Committee.
