The Russian Ministry of Industry and Trade has proposed expanding the mandatory technology levy to include telecommunications equipment. The list covers base stations, routers, switches, and data transmission devices.

The levy applies to both domestic manufacturers and importers. The final payment amount depends on product origin verification and registration in the Chestny Znak marking system.

Registered products receive a 33 percent discount on the base rate, while non-compliant items face a 33 percent surcharge. The specific base rates for telecommunications hardware remain undisclosed.

Starting December 1, 2026, the levy will apply to smartphones, mobile phones, and laptops. Rates are set at 250 ₽ per smartphone, 50 ₽ per mobile phone, and 500 ₽ per laptop.

If devices are not registered in the state marking system, the fees increase to 496 ₽ for smartphones, 992 ₽ for laptops, and 100 ₽ for mobile phones.
