Starting December 1, 2026, Russia will implement a new technology levy on electronics manufacturers and importers. Authorities are currently discussing a proposal to offer a 33% discount on this fee for companies that register their products in the Chestny Znak state monitoring system.
The levy calculation will use a base rate determined by the Ministry of Industry and Trade, adjusted by a coefficient linked to the product's registration status in the monitoring system. Products not registered in the system will face a 33% increase in the levy compared to the base rate.
The base rate is calculated based on the median customs value of goods imported in 2025, adjusted for a 4% inflation target. The government aims to align the Chestny Znak registry with the GISP list of localized products to better track the origin of radio electronics.
The technology levy was established by law in November 2025 to fund domestic radio and microelectronics projects. The Ministry of Industry and Trade projects that the program will generate 136 ₽ billion in revenue over six years.
Market data for 2025 estimates the Russian smartphone market at 520 ₽–540 billion and the laptop market at 160 ₽–170 billion. Experts note that while the levy impacts pricing, other factors like VAT, logistics, and currency fluctuations remain significant.
