The Russian Ministry of Digital Development has proposed new regulations under the Anti-fraud 3.0 initiative to combat cybercrime. These measures target the use of domestic hosting infrastructure for services that provide access to restricted VPNs.
Hosting providers will be required to verify client identities and monitor the use of their infrastructure. If a violation is detected, the user's information will be added to a specialized registry.
Once listed in the registry, the user will be prohibited from accessing computing resources from Russian hosting providers for a period of one year. This policy specifically addresses the hosting of VPN services rather than individual user activity.
The broader Anti-fraud 3.0 package includes dozens of initiatives aimed at tightening control over telecommunications. Proposed changes also cover SIM card sales regulations and expanded criteria for blocking phone numbers.
