The Russian Ministry of Transport has drafted a government resolution to extend the special operating regime for foreign aircraft and engines currently under lease. The proposed extension would keep the existing rules in place until the end of 2028.

This special regime allows domestic airlines to retain leased aircraft instead of returning them to foreign lessors. It also permits companies to handle insurance according to Russian regulations and perform maintenance and repairs based on national standards.

The Ministry states that the measure is intended to protect Russian legal entities from the impact of sanctions. The draft document has been sent to the Association of Air Transport Operators for review by airlines, with feedback expected by November 17.
