Russia has officially enacted the Law on Digital Currencies and Digital Rights, which establishes the legal framework for digital financial assets (DFA) and utility digital rights. The legislation, developed by the government in early 2026, received final approval from the State Duma, the Federation Council, and the President.
The law introduces strict categorization for digital assets. Certain types of digital rights are restricted exclusively to qualified investors. For non-qualified individual investors, the acquisition of specific digital rights is permitted only after passing a mandatory testing process.
A key provision limits the annual investment volume for individuals who have not passed the required testing. These investors are restricted from purchasing specific categories of digital rights exceeding a total value of 300,000 ₽ per year.
The regulation defines the role of DFA information system operators, which must be registered with the Central Bank. These operators are responsible for maintaining registries, managing digital accounts, and ensuring that assets restricted to qualified investors are not credited to unauthorized accounts.
If an operator fails to prevent a non-qualified resident from purchasing restricted digital rights, the operator is legally obligated to repurchase those assets at the investor's request and cover all associated costs. Claims regarding such violations must be filed within one year of the purchase.
