The Law on Digital Rights and Digital Currencies has officially entered into force in Russia. The legislation establishes the legal framework for digital financial assets (DFA), utility digital rights, and hybrid digital rights, defining the roles of issuers and operators of information systems.

Under the new regulations, individuals can acquire digital rights for shares of non-public companies and debt-based digital financial assets. However, the law restricts the purchase of certain digital rights for retail investors, requiring them to pass a testing process.

Investors who are not classified as qualified and have not passed the required testing are limited to purchasing digital rights worth no more than 300,000 ₽ per year. The Central Bank retains the authority to restrict access to specific types of digital assets.

Issuers are required to publish detailed information regarding the terms of digital rights issuance, including issuer identification, payment methods, and the scope of obligations. This documentation must remain publicly accessible on the websites of both the issuer and the operator until all obligations are fulfilled.
