The Russian government plans to allocate nearly 60 ₽ billion over the next three years for the maintenance and modernization of internet filtering and blocking systems. This figure represents a significant increase compared to the previously projected budget of 32 ₽ billion for the same period.

According to the updated plan, the Main Radio Frequency Centre, part of Roskomnadzor, is set to receive 19.87 ₽ billion in 2027, 19.844 ₽ billion in 2028, and 19.87 ₽ billion in 2029. These funds are designated for the automated system for ensuring the security of the Russian internet segment.

The modernization effort involves replacing existing technical equipment for threat countermeasures and expanding capacity to handle growing traffic. The target for total throughput capacity on communication nodes has been raised to 953.9 Tbps by 2030, up from the previously planned 725.6 Tbps.

Technical countermeasures are installed on all operator networks under the 2019 sovereign internet law. These systems filter traffic, manage resource blocking, and counter circumvention tools. Industry sources attribute the budget hike partly to rising costs for high-performance processors used in filtering equipment.
