The Russian government is considering ending the preferential mortgage program for IT specialists by the end of 2026, four years earlier than the original deadline of December 31, 2030. The Ministry of Digital Development is currently exploring options for the program's future amid budget constraints.

The IT mortgage program was launched in May 2022. As of late October 2026, the maximum interest rate under the program is 6%, with a loan limit of 9 million rubles. Moscow and Saint Petersburg are currently excluded from the program.

Since the program's inception, over 100,000 people have utilized it, including 22,000 who signed up after 2024. The Ministry of Digital Development confirmed that all funds for the current year have been allocated to partner banks, and existing loan terms will remain unchanged for current borrowers.

Eligibility for the program is restricted to citizens under 60 working for accredited IT companies. Salary requirements are 150,000 rubles per month for those in Moscow, Leningrad regions, or major cities, and 90,000 rubles for other locations. Applicants must have at least three months of tenure.
