Rosatom is constructing a full-cycle facility for the production of permanent rare-earth magnets in Glazov, Udmurtia. The plant is scheduled to launch in the first half of 2029, with equipment installation planned for 2028.

The facility aims for an initial annual production capacity of 500 tons, eventually reaching a design capacity of 1,000 tons. These magnets are intended for use in electric vehicles, robotics, and other high-tech industries.

The project is supported by a special investment contract signed in February 2024. Total funding for the initiative through 2030 is set at 3.6 ₽ billion, with an additional 390.6 ₽ million allocated by local authorities for a 20-hectare industrial park.

Russia holds 17% of the world's rare-earth metal reserves, estimated at 28.5 million tons, yet currently accounts for less than 1% of global production. The domestic market for permanent magnets reached 739 tons in 2024, with most supplies currently imported from China.
