The Rating Runeta service has introduced the regional RR-index 2026, which measures the revenue of digital, marketing, and IT contractors per capita. The index covers 1,090 companies across six service segments, including advertising management, branding, and custom software development. It reflects the market status at the start of the Strategy for the Development of Creative Industries, approved on September 8, 2026.

Data reveals a significant concentration of creative industries in major hubs. Moscow and the Moscow Region account for 72% of the total revenue tracked, despite representing only 16% of the population. The index shows that Moscow's revenue per capita is 2.6 times higher than that of all other regions combined. The median index value stands at 409 ₽ per resident, while the average is 2,860 ₽.

The top ten regions include Moscow and the Moscow Region (12,620 ₽ per capita), the Ulyanovsk Region (10,820 ₽), and the Saint Petersburg and Leningrad Region (389 ₽). Conversely, the lowest rankings are held by regions such as the Republic of Dagestan and the Zabaykalsky Territory, with 8 ₽ per capita. The index will be updated annually to track regional market penetration.

Regional size does not dictate market development. For instance, the Sverdlovsk Region, the Republic of Bashkortostan, and the Republic of Tatarstan have similar populations, yet their index values vary by up to 33 times. The study covered 63 regions, while 26 subjects were excluded due to the absence of participating companies in the 2026 ratings.
