A new report titled Transformative AI Strategy for Europe, authored by a group of policymakers and experts including Philippe Aghion and Margrethe Vestager, warns that the region faces a risk of marginalization. The authors argue that Europe must reduce its reliance on US and Chinese technology to maintain sovereignty.

The report recommends a €100 billion investment in data centers to triple Europe's share of global computing power from 5 percent to 15 percent by 2030. Additionally, the strategy aims to attract €1.5 trillion in private capital to support the development of local AI infrastructure.

Key proposals include the creation of a Member State Alliance for AI supply chain security and the integration of AI-related threats into regional crisis preparedness plans. The authors suggest simplifying the construction of data centers to facilitate access to frontier AI models.

Margrethe Vestager emphasized that the region currently lacks sufficient means to address the economic and social shifts driven by AI. The report calls for immediate action from the European Commission and member states to prevent the region from becoming dependent on foreign powers.
