NASA Administrator Jared Isaacman has launched a workforce initiative to convert 7,500 contract positions into civil servant roles. This move aims to rebuild the agency’s core competencies by bringing critical engineering and mission-control staff directly into the government workforce.
The transition primarily affects contractors from Armentum, Jacobs Engineering Group, and KBR. These firms, which provide thousands of personnel to NASA field centers, have expressed concerns that the shift introduces uncertainty and reduces the flexibility of the agency’s long-standing operational model.
Isaacman projects that the initiative will generate significant cost savings, estimating over $100 million in initial savings with the potential to exceed $1 billion over time. He argues that the change eliminates inefficiencies caused by layered management and contractual barriers.
The agency currently employs approximately 21,000 civil servants, a notable increase from earlier in 2025. While some industry sources and employees have criticized the speed and disruptive nature of the transition, NASA’s Aerospace Safety Advisory Panel has endorsed the effort as a necessary vision for the agency's future.
