The Moscow Region Ministry of Public Administration, Information Technology and Communications has updated the digital application process for modifying municipal master plans. Applicants now only need to enter a cadastral number, allowing the system to automatically retrieve and verify property data.

This automation reduces manual data entry, minimizes potential errors, and decreases the likelihood of application rejections. The service is accessible to individuals, entrepreneurs, and legal entities through the Land and Cadastre section of the regional portal.

The system performs automated checks, including verifying the cadastral number, identifying special land-use zones, and ensuring all plots in a single application belong to the same urban district. It also generates relevant functional zone options and settlement boundaries based on the input.

The required documentation has been streamlined. Applicants are now only required to submit a power of attorney for representatives or consent from co-owners for shared properties. Final decisions regarding the submitted proposals are delivered directly to the user's personal account.
