Krasnodar-based LLC JetRuby Agency has applied to the Russian Ministry of Digital Development to include its HR ERP system in the national software registry. The application was submitted in September 2026 and registered on October 9, 2026. The software is currently undergoing expert evaluation.
The company's founder, Dmitry Baklikov, is linked to the US-based JetRuby Agency, which operates out of the Washington D.C. area. While the Russian entity claims the software is based on open-source solutions and registered with Rospatent, the company faces scrutiny regarding its international ties and operational history.
Financial data for the Russian entity shows limited performance, with a 2025 net profit of 1.5 ₽ million and annual revenue fluctuating between 35 ₽ million and 48 ₽ million over the last three years. The company has been accredited as an IT organization since 2019.
The Ministry of Digital Development stated that the application is being reviewed according to government rules, which prohibit foreign-owned software. The Ministry confirmed that the sole owner of the Russian entity is a Russian citizen, which is a requirement for state accreditation.
Industry experts express skepticism regarding the company's ability to develop a full-scale ERP system from scratch. They note that the market for heavy ERP solutions in Russia is dominated by established players like 1C and Galaktika, which possess extensive experience in large-scale implementations.
