The Ministry of Industry and Information Technology (MIIT) has issued a notice to regulate intelligent terminal devices. The policy focuses on four key areas: device adaptation, network access management, OTA update oversight, and distribution platform accountability.

Developers must ensure intelligent agents are compatible with terminal hardware. They are required to publish lists of verified device models and operating systems. Before listing on app stores, developers must submit proof of compatibility testing to the distribution platforms.

Manufacturers of smartphones, tablets, and wearable devices must undergo security and anti-fraud assessments during the network access certification process. These devices must use unique identifiers for their agents. Any significant changes to the hardware or software require re-certification with the ministry.

For OTA updates, manufacturers must submit detailed plans to the MIIT, covering the scope, timing, and security measures. Updates can only be deployed after expert evaluation and approval. Distribution platforms are now responsible for verifying compatibility and preventing the installation of incompatible agents.
