The State Administration for Market Regulation and the Standardization Administration of China have approved the national standard for electronic vehicle registration certificates. This new regulation is scheduled to take effect on April 1, 2027, following the implementation of the electronic driver's license standard on July 1, 2026.
The new standard defines requirements for certificate information, file formats, and visual layouts. Electronic registration certificates will include vehicle registration details such as vehicle type, license plate number, and vehicle identification number, alongside dynamic status updates. Data files will utilize the SM2 cryptographic algorithm for digital signatures to ensure security.
A key feature of the electronic registration certificate is the introduction of an authorization mechanism. Vehicle owners can grant others permission to use their electronic registration for specific business scenarios, with all actions being recorded to prevent misuse. The system also supports real-time verification via the 12123 app.
These standards aim to unify certificate numbering and identification across the country. By synchronizing dynamic information with the public security traffic management system, the government intends to facilitate cross-regional and cross-departmental data sharing, streamlining administrative processes for both citizens and businesses.
